VICTIMS of Hurricane Katrina were clinging to survival yesterday amid scenes of Third World squalor and lawlessness.

Thousands were starving in the ruins of New Orleans, rats gnawed on corpses in the streets and gun gangs preyed on the weak.

Law and order had totally broken down with up to 20 per cent of city cops walking off the job in despair.

And Louisiana senator Mary Landrieu said the state's final death toll could hit 10,000."
